FRESHWATER POLLUTION

Among the freshwater pollution cases only one uses a direct quota, although the Rhine River chloride agreement effectively sets up a quota, as detailed below. As illustrated in Chapter 1, the Colorado River treaty regulated water quality with a salinity standard of 115 ppm (±30 ppm), based on a reference salinity at Imperial Dam and required on a minimum flow of water. The treaty also limits groundwater pumping to the same amount (160,000 acre feet per year) for each country. There are thus two quotas: one is a quota-based standard, since there is a limit value set for salinity of the river. The other is denominated in total physical units (acre feet) per year. The groundwater quota is not strictly a pollution quota, but a resource quota in support of a pollution goal.
